INVITATION TO TENDER
UMzimkhulu Municipality hereby invites reputable and experienced service providers to respond on the project below:
PROVISION OF BACK-UP CONSTRUCTION PLANT
(12 MONTHS CONTRACT)
PROPOSAL NO. ULM-INFR045/18
Tender documents will be available from the cashier at 169 Main Street, UMzimkhulu, 3297 upon the non-refundable
payment of R300.00 per document or a bank guaranteed cheque made out to UMzimkhulu Municipality during working
hours between 09h30 and 16h00 from 02 July 2018. Cut-off time for buying documents is the 06 July
2018, 15 minutes before the briefing time.
Compulsory briefing meeting is scheduled to take place at UMzimkhulu Municipality Boardroom, 169 Main
Street, UMzimkhulu, 3297 on 06 July 2018 at 09h30.
Invalid or non-submission of the following documents will render the tenderer disqualified, BBBEE points
will not be allocated if the Certificate is not submitted: • Registered on Central Suppliers Database (CSD)
attach proof of Registration • Valid BBBEE Certificate certified or original • MBD 4, 8 & 9 • Updated Municipal rates
statement for the company and the directors to confirm that Municipal rates are not in arrears for more than 90 days
• Certificate of Authority to sign all documents in connection with this tender and any contract or agreement which may
arise therefrom, duly signed and dated, shall be provided by the Board of Directors of the firm and shall be attached and
must be on a Company letter head.
80/20 Preference Point System will be used on the following project, functionality will be considered and UMzimkhulu
Local Municipal SCM Policy.
Conditions of acceptance: • Quotations must be valid for 120 days.

Minimum threshold 33 points or 60%
The procedure for the evaluation of responsive tenders is Method 4 (Financial Offer, Quality and Preferences) and Quality
will be evaluated prior to financial and Preference as follows:
Functionality/quality: Tender must achieve at least 60% (33/55) in order to qualify for the second stage.
NB: It is compulsory for a bidder to score not less than 50% per segment in the above table. Except for
the expertise segment bidders must score full points.
The points associated with the comprehensive proposal will be awarded as reflected in the table above.

Bid documents in a SEALED ENVELOPE CLEARLY INDICATING THE BID NUMBER AND BID NAME, must be
deposited in the tender box of UMzimkhulu Local Municipality, located at 169 Main Street, UMzimkhulu, 3297 reception
area, not later than 20 July 2018 at 12h00. Telegraphic, telex, telephone, electronic, facsimile and late tenders
WILL NOT be accepted.
The UMzimkhulu Municipality Council does not bind itself to accept the lowest bidder. UMzimkhulu Municipality
Supply Chain Management policy will apply.

The bidder must have experience in Construction Maintenance of Roads
(especially Gravel roads). Projects completed over the past 10 years (1
July 2008 to 1 July 2018. Tenderers to submit a letter of appointment
and completion certificate, if extension time was granted contractor
should submit a letter of approval for extension of time and also Tenderers
must submit reference letter from the private company he/she was hired
to execute works as plant hire, letter should have the Signature of Director
of the company and the company stamp confirming the appointment.

Expertise: Tenderers must have Competent drivers/operators, for Tipper trucks,
low bed truck tenderers must submit Code 14 driving licenses with PDP,
for grader tenderers must submit Code 14 driving license with PDP and
operators competence certificate and for other equipment’s tenderers
must submit competence certificates from accredited institutions.

Plant and
Equipment:
Points will be allocated as indicated below for plant and equipment owned
by the Tenderer.
If the service provider does not own some or any of the plant listed below,
and chooses to hire some, then the points indicated below will be awarded
at 50% of the stated points for plant hired. Points for hired plant will only
be allocated if an original letter of intent is attached form a plant hire
company. The letter should be accompanied by a certified log book for
the plant hired as proof that the plant hire company owns that particular
plant. The letter is to clearly indicate that the plant intended for contract
will be available for the full duration of the contract. Such letter of intent
is to be qualified and certified by a registered Commissioner of Oaths. The
tenderer should at least own four equipment’s/plant in order to qualify for
next evaluation.
