INVITATION TO TENDER
UMzimkhulu Municipality hereby invites reputable and experienced service providers to respond on the project below:
IMPLEMENTING AGENT: DEVELOPMENT OF HARRY
GWALA REGIONAL MULTI-PURPOSE SPORTS COMPLEX
PROPOSAL NO. ULM-INFR046/18
Tender documents will be available from the cashier at 169 Main Street, UMzimkhulu, 3297 upon the non-refundable
payment of R500.00 per document or a bank guaranteed cheque made out to UMzimkhulu Municipality during working
hours between 09h30 and 16h00 from 03 July 2018. Cut-off time for buying documents is the 09 July
2018, 15 minutes before the briefing time.
Compulsory briefing meeting is scheduled to take place at UMzimkhulu Municipality Boardroom, 169 Main
Street, UMzimkhulu, 3297 on 09 July 2018 at 10h00.
Invalid or non-submission of the following documents will render the tenderer disqualified, BBBEE points
will not be allocated if the Certificate is not submitted: • Registered on Central Suppliers Database (CSD)
attach proof of Registration • Valid BBBEE Certificate certified or original • MBD 4, 8 & 9 • Updated Municipal rates
statement for the company and the directors to confirm that Municipal rates are not in arrears for more than 90 days
• Certificate of Authority to sign all documents in connection with this tender and any contract or agreement which may
arise therefrom, duly signed and dated, shall be provided by the Board of Directors of the firm and shall be attached and
must be on a Company letter head.
90/10 Preference Point System will be used on the following project, functionality will be considered and UMzimkhulu
Local Municipal SCM Policy.
Conditions of acceptance: • Quotations must be valid for 120 days.

Criteria for functionality
Minimum threshold 48 points or 60%
Functionality/quality: Tenderer must achieve at least 60% (48/80) in order to qualify for the second stage.
NB: It is compulsory for a bidder to score not less than 50% per segment in the above table. Even if the
bidder has scored the 60% of threshold but scores less than 50% on one or more of the segments above
the bidder will be non-responsive.

Bid documents in a SEALED ENVELOPE CLEARLY INDICATING THE BID NUMBER AND BID NAME, must be
deposited in the tender box of UMzimkhulu Local Municipality, located at 169 Main Street, UMzimkhulu, 3297 reception
area, not later than 30 July 2018 at 12h00. Telegraphic, telex, telephone, electronic, facsimile and late tenders
WILL NOT be accepted.
The UMzimkhulu Municipality Council does not bind itself to accept the lowest bidder. UMzimkhulu Municipality
Supply Chain Management policy will apply.

Grade 7 or above Civil Engineering and General Building related projects,
5 of which are specific to sports facilities all carried out within the past
5 financial years i.e. between 1 July 2013 to date (it is compulsory
to attach appointment letters and the respective reference
letters stamped and signed).

Site specific Project Manager / Resident Engineer shall have at least a
National Diploma in Civil Engineering as well as a minimum of 5 (Five)

CV’s with Certified copies of qualifications of Personnel
whom will be involved during the course of this contract).

The Consulting Firm must demonstrate that he/she understands the
meaning of the title “Implementing Agent” and the nature of the project
and what it entails and all responsibilities attached to him during the
execution process of the project life cycle.
The method statement must include but is not limited to the following
sub-headings:
1. Roles and Responsibilities
2. Approach Method (Including provision and allocation of resources as
per project demands)
3. Activities involved (Project Lifecycle sequence)
4. Time Frames & Time Management strategy
5. Construction Administration
6. Quality Management
7. Health and Safety Plan
Partially demonstrated understanding of the scope of and the above
7 aspects
At least one director within the company shall be registered as a
Professional Engineer with the Engineering Council of South Africa.

The Engineer involved in the project and under the employment of
the company shall be registered as a Professional Engineer with the
Engineering Council of South Africa.
