A compulsory clarification meeting, with representatives of the Employer, will take
place at the KwaDukuza Municipality: PMU Building, 2 Industria Crescent on
02 February 2018, starting at 14h00.
Failure to attend the compulsory clarification
meeting will disqualify the tender. Doors to the venue will be closed at
14h00 and the briefing will commence immediately. Late attendance will not be accepted and
contractors will not be admitted into the venue. Only those tenderers who are in
possession of a tender document shall be permitted to participate in discussion
at the compulsory clarification meeting.
Tenders shall be placed in sealed envelopes, endorsed with
124/2017 BLYTHEDALE BEACH CARAVAN PARK UPGRADE,
and be placed in the Tender Box at the
Municipal Offices, 14 Chief Albert Luthuli Street,
KwaDukuza, not later than 12h00 on 16 February 2018,
at which time the tenders will be opened in public. Tenders are to be submitted on the tender
documentation provided by the Municipality.
Late, electronic or faxed tenders
will not be accepted.
Bids will be evaluated and adjudicated according to the following criteria:
Preference Points System will apply in terms of the Preferential
Procurement Regulations, 2017 (B-BBEE Status Level of Contribution – an
original or certified copy of the certificate is required) • Council’s Supply Chain
Management Policy • Contractor shall be registered on the National Treasury’s
Central Supplier Database • Contractor having a CIDB grading of

provide the Municipality with a compliance clearance PIN to verify your Tax
Compliance Status • Certificate of Attendance at the clarification meeting • The
employment of local labour shall be sourced within the wards of the KwaDukuza
Municipality in terms of EPWP • Prices tendered must be firm and inclusive of VAT
• Original Bank Rating Letter from A Registered Financial Institution for tenders
All prospective tenderers will be screened in accordance with the National
Treasury’s Defaulters Data Base.
Council does not bind itself to accept the lowest tender or any tender and reserves
the right to accept any part or the whole of any tender and preference will be given
to Affirmable Business Enterprises. The Municipality also reserves the right to call
on preferred bidders to form a joint venture with a BEE company. Preference is
given to EME or QSE which is at least 50% owned by black people with disabilities.
Canvassing in any form in the gift of Council is strictly prohibited and will lead to
the disqualification of the tender. No bids will be considered from persons in the
services of any organ of state.

Tender documents will be available from the cashier at 169 Main Street, UMzimkhulu,
3297 upon the non-refundable payment of R200.00
per document or a bank guaranteed cheque made out to UMzimkhulu Municipality, from the

All service providers are required to come with

Quotations must be valid for 120 days.
Evaluation Criteria Threshold 60%
Functionality/quality: Tender must achieve at least 60% (45/75) in order to qualify for
the third stage. The
scoring will apply.
The points associated with the comprehensive proposal will be awarded as reflected
in the above table.
It is compulsory for a bidder to score not less than 50% per segment in the above
table. Even if the bidder has scored the 60% of threshold but scores less than 50% on
one or more of the segments above the bidder will be non-responsive.

3 Performance Management Systems
Installed successfully and implemented within the past 3 financial
years i.e. between 1 July 2012 to date (it is compulsory to attach
appointment letters and their respective reference letters.

CALL FOR PROPOSALS
Kheth’Impilo was successful in securing funding as a
principal recipient (PR) to manage the Global Fund grant
for the implementation of programs addressing the HIV/
AIDS and TB epidemic in KZN
(KwaDukuza & Mandeni)
iLembe District, districts of South Africa for the period
April 2018 to 28 February 2019.
Kheth’Impilo now invites registered organisations, located
in the relevant target districts and working in the HIV & AIDS adherence
programme area, to submit a detailed response to the request for proposal. The
complete RFP document may be found at
and provides additional details on key activities expected to
be undertaken. In order to achieve the prescribed scope of work, organisations
applying must ensure that all of the requested requirements relevant to
organizational capability and capacity are met.
The deadline for this submission is 12h00 on 31 January 2018.
Adherence Programme Objective:
To support the National Department of Health integrated HIV and chronic
disease adherence model and assist patients in adopting treatment adherence
behaviour, enhancing patient’s abilities in managing and maintaining the
treatment maximally and durably suppress plasma HIV RNA.
• To provide enhanced adherence counselling and support on
patients initiated on HAART • To set up adherence clubs for patients that are
12 months on treatment for chronic diseases and being virologically suppressed,
and support treatment adherence.
