LOCAL MUNICIPALITY
INVITATION TO TENDER
FLEET MANAGEMENT SERVICES AND
VEHICLE TRACKING SYSTEM
TENDER NO: UMHL11/2018/2019
The Umhlabuyalingana Municipality invites qualified, experience and accredited
service providers to submit proposal for fleet management and vehicle tracking
system for a period of 36 months.

Bidders are advised to attend a compulsory briefing session to be held on the
29 August 2018 at 10h00 at a non-refundable fee of R350.00 per document.
The physical address for collection of Terms of Reference: Umhlabuyalingana
Municipality offices, R22 Manguzi, KwaNgwanase, 3973.

To reserve a document prospective bidders are required to e-mail a reservation
request, stating the tender number, name and contact details of the Tenderer to
(035) 592 0680 or e-mail: BafanaM@mhlabuyalingana.gov.za for attention to
Mr N.M. Mthembu on or before 12h00 on the 28 August 2018. Technical

Duly completed proposals document in a sealed envelope and must be
deposited in the official Tender Box of Umhlabuyalingana Municipality offices,
R22 Manguzi, KwaNgwanase, 3973 and no later than 12h00 on Friday,
14 September 2018 at which proposals will be opened in public.

Please note that NO proposals will be accepted by fax or e-mail.
Umhlabuyalingana Municipality is not bound to accept any of the Proposals
submitted or to accept the lowest Bidder.
The proposal will be evaluated using 80/20 PPPFA Method and Functionality
will be used to determine the best tenderer where bidders will be required to
score minimum of 60% to proceed to Price. The Municipality shall adjudicate
and award tenders in accordance with the Preferential Procurement Policy
Framework Act 5 of 2000 as amended. Tenders will remain valid for 90 (ninety)
days. The Municipality’s decision is final.
