Eastern Cape Liquor Board is the Schedule 3C Public Entity whose mandate is to make provision for the registration of retail sales and micro-manufacturing of liquor in the Province, to encourage and support the liquor industry and to manage and reduce the socio-economic and other costs of excessive alcohol consumption.

CHIEF EXECUTIVE OFFICER

FIVE YEAR PERFORMANCE BASED CONTRACT • (SALARY PACKAGE BASED ON TOTAL COST TO COMPANY) SALARY NEGOTIABLE

MAIN PURPOSE OF THE POSITION: To provide strategic direction, vision and leadership in the development and execution of the ECLB long-term strategy and objectives and to serve as the Accounting Officer in terms of the PFMA.

QUALIFICATIONS AND EXPERIENCE: • A minimum requirement is a B. degree in Commerce, Administration or Law • Post graduate qualification in Commerce, Administration or Law is an added advantage • An experience of 5-10 years’ in Senior/Executive Management level.

KEY ACCOUNTABILITIES: • Provide strategic leadership and control in a regulatory environment • Ensures proper functioning of the Board by providing the organisational information for its governance responsibilities • Developing and recommending to the Board a long-term strategy and vision for the company to implement government’s strategic objectives, Shareholder’s compact and corporate plan that will generate satisfactory levels of economic value • Provision of strategy and policy guidance in respect of business planning process in line with the Medium Term Expenditure Framework (MTEF) • Development and implement a compliant strategic plan of the entity • Monitoring and evaluation system for organisational performance • Develop and implement organisational policies in manner that allows ECLB to realise its strategic goals • Problem solving • Sound financial management to ensure optimisation of resources • Lead and motivate staff within the context of people management and empowerment • Co-ordination and communication • Ensure stakeholder management by building partnerships, interacting and maintaining sound relationships with highly diverse stakeholder • Adherence to governance, risk and compliance management frameworks.

COMPETENCIES AND SKILLS: • A thorough knowledge, understanding and application of Public Finance Management Act, Treasury Regulations and Regulatory Environment • Practical experience in organisational Strategic Planning • Financial Management (experience in financial accountability and establishment of financial management controls) • Business Management • A thorough knowledge, understanding and application of Corporate Governance principles in line with the requirements of King IV • Compilation and management of budget particularly in public entities • People Management (including Senior/ Executive Managers) • Advanced reporting and presentation skills • Advanced project management skill.

IMPORTANT RELATIONSHIPS:

  • Reporting to the Chairperson of the Board
    • On issues of governance and organisational accountability
    • The candidate must be able to show experience in the management of such relationships
  • Liaison with the Provincial and National Departments
    • On organisational strategic issues and reporting
  • Liaison with the Internal and External stakeholders
    • The candidate must be able to show experience in stakeholder engagements as well as relationships management.
