ADMINISTRATION MANAGER
DIRECTORATE: FINANCIAL SERVICES

Task Level 14

R403 248 to R523 416 per annum (Basic Salary)

R587 530 to R742 738 per annum (Total Cost-to-Council Package)

Minimum qualifications and requirements: • National Diploma in Information Technology (NQF level 6) • COBIT 5 Foundation • Compliance with minimum municipal competencies will be an added advantage (If a newly appointed person is not in possession of this competency, the successful candidate must complete it within eighteen (18) months from the date of employment, in accordance with Government notice number 91 of 3 February 2017, as promulgated in Government Gazette No. 40593.) • At least seven (7) years’ experience in IT End User Support • Knowledge of computer software programmes applicable to area of work (e.g. MS Office, Collaborator, VMWARE, Veeam, Microsoft Server, WAN, LAN sweeper, PRTG monitor, UBNT, UNMS) • At least five (5) years’ experience in a Public Sector environment • Three (3) years’ experience in implementing municipal budgeting and supply chain processes • Experience in the implementation of IT General Controls and exposure to AGSA IT Audits • Ability to maintain confidentiality • Mentally fit in order to withstand stressful conditions • Ability to work effectively on own or as part of a team • Proficiency in at least two of the official languages of the Western Cape (reading, writing as well as speaking) • Code B driver’s license.

Key performance areas: • Manage and coordinate the provision of ICT support services to minimise the impact of ICT related incident and problems and to ensure that Municipal ICT resources are used efficiently and effectively • Assist in the development and implementation of ICT strategies, policies and procedures • Manage and coordinate the provision of personal computer/network/ communication technology services and support • Manage and coordinate the helpdesk function related to all Municipal mobile devices (including mobile phones, tablets, remote internet dongles, sim cards, etc.) • Determine ICT training needs of end-users and recommending initiatives addressing skills gaps • Apply effective budget control and expenditure procedures on ICT expenditure • Manage the procurement of ICT goods and services • Coordinate and monitor the delivery of services provided by contractors/consultants/suppliers in line with contractual obligations • Coordinate and control tasks/activities associated with controlling personnel performance, productivity and discipline • Guide, coordinate and/or perform tasks/activities associated with day-to-day administration and reporting.
