Cape Winelands District Municipality

(An all-inclusive remuneration package is offered, subject to the signing of a fixed-term contract or a permanent contract and a performance agreement in terms of relevant legislation)

Remuneration package: As determined by the relevant Government Notice on Upper Limits of Total Remuneration Packages payable to Municipal Managers and Managers directly accountable to Municipal Managers, at the time of appointment.

Work centre: Stellenbosch

Appointment will be made in compliance with the provisions of section 57 of the Local Government: Municipal Systems Act, 2000 (Act No. 32 of 2000)

Job profile: • Ensure value-added, cost-effective and economically sustainable planning, co-ordination and capacity building • Implement Community Development and Planning functions which achieve the Integrated Development Plan (IDP) objectives for the District as a whole.

Minimum Requirements: • Appropriate, recognised Bachelor’s degree in Social Sciences/Public Administration/Law or equivalent qualification (NQF level 7 or above) • Compliance with the minimum competency levels as prescribed in Government Gazette No. 29967 of 15 June 2007 • Candidates who are not in possession of the minimum competency certificate will be given an opportunity to obtain such certificate within 18 months of appointment, in accordance with Government Notice No. 91 of 3 February 2017, as promulgated in Government Gazette No. 40593 • A minimum of five (5) years’ relevant experience at middle management level and proven successful institutional transformation in the public or private sector in financial management, policy development and management, strategic planning and implementation, programme management, monitoring and evaluation, and reporting on service delivery • Must possess the Core Competencies and knowledge as stipulated in Annexures A and B of the Regulations on Appointment and Conditions of Employment of Senior Managers, as set out in Government Gazette No. 37245, dated 17 January 2014 • Valid Code B driver’s licence • Competency in the use of computer programs, especially in Excel, PowerPoint, Outlook and Internet.

Knowledge: • Good knowledge and understanding of relevant policy and legislation • Good understanding of institutional governance systems and performance management • Understanding of Council operations and system of delegation of powers • Budget and financial management • Extensive knowledge of Programme / Project Management • Knowledge of Public Governance Principles • Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No 5 of 2000).

Key performance areas: • Promote and support collaborative, cost-effective community development and planning implementation throughout the District • Align all community, social development, regional planning, local and regional economic development, rural and social development, disaster management and fire services policies, systems, resources and service delivery plans with the IDP and strategic objectives of CWDM • Ensure effective and efficient achievement of Municipal Health, Community and Socio-economic Development and Spatial Planning and Environmental Management service delivery objectives • Ensure the achievement of the Spatial Development Plan Strategy and Regional Socio-Economic Development Strategy through the effective use of departmental expertise and resources.
