The Merafong City Local Municipality hereby invites applications from suitably qualified candidates for the following position:

EXECUTIVE MANAGER: ENERGY

DIRECTORATE: ENERGY

TOTAL REMUNERATION PACKAGE: Minimum: R1 103 033 – Midpoint: R1 297 685 – Maximum: R1 492 337 in line with Government Notice: 48789 of 2023 Government Gazette 48789 dated 14 June 2023 on TRP packages payable of Municipal Managers and Managers directly accountable to Municipal Manager • EMTS/01/01/2024

Requirements:• A Post Graduate degree in Electrical Engineering or qualification relevant to the knowledge and skill for the position • Minimum of seven (7) years’ at senior level and middle management level (2 of the seven (7) years’ must be at senior management level) • Membership of and registration as a Professional Engineers with the Engineering Council of South Africa will be an added advantage • Membership of a recognised professional body in the Electricity Distribution Industry will also be an added advantage • Compliance with all the requirements as contained in the Municipal Regulations on Minimum Competency Levels, Gazette 29967 of June 2007 as amended • MFMP/CPMD Certificate and experience in Local Government Environment will be an added advantage • A valid driver’s licence.

Key performance areas: • Manage the electricity distribution function within the area of jurisdiction of the Merafong City Local Municipality, including maintaining and enhancing bulk transmission and distribution infrastructure • Provide strategic direction, guidance and oversight on climate change and environmental issues as far as they pertain to the distribution and use of energy, and promoting the generation and use of clean and renewable energy • Liaise and interacting with stakeholders in the energy Sector on matters related to clean and renewable energy, climate change, environmental issues, energy efficiency and demand side management • Provide public lighting within the Municipal area • Develop the electricity network and the operation of the electricity services within Merafong zone • Advice Municipal Manager and Council on all functions of the Directorate • Develop and implementing by-laws regulating electricity use and supply, implementing national legislation relating to electricity supply, and developing policies and procedures, in particular relating to tariffs and assistance to the Municipality • Maintain links with Provincial Government and key sector bodies, such as Eskom Holdings, the Department of Energy, the Industrial Development Corporation (IDC), the Department of Public Enterprises, the Department of Cooperative Governance and Traditional Affairs (COGTA) and the National Energy Regulator of South Africa (NERSA), and representing the best interests of the Municipality in relation to bulk electricity supply and the regulation of the industry • Manage and ensuring the integration of the Directorate’s functions with those of the other service delivery directorates so as to advance the developmental responsibility of the Municipality, implementing its Integrated Development Plan (IDP) and Service Delivery and Budget Implementation Plan (SDBIP) and contributing to the establishment of sustainable communities.

Knowledge:• Knowledge of the energy Sector, with specific reference to clean and renewable energy technologies, the South African energy sector policies and regulations, the development and implementation of energy policies, project management, strategic planning, and the responsibilities of a senior manager in terms of the Municipal Systems Act, No. 32 of 2000, and the Municipal Finance Management Act, No. 56 of 2003. Governance Leadership: • Good knowledge and understanding of relevant policy and legislation. Strategic Direction and leadership: • Good knowledge and understanding of institutional governance and performance management systems • Understanding of: – Council operations – Delegation of powers. Financial management: • Good knowledge of Financial management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000), Change Management – Change vision and strategy; process design and improvement and change impact, monitoring and evaluation, People management: Human capital planning and Negotiations as well as Dispute management.
