EXECUTIVE MANAGER: SOCIO-ECONOMIC DEVELOPMENT

Salary: R1 052 880.00 – R1 579 320.00 p.a.

iSimangaliso Wetland Park Authority, a renowned World Heritage Park where conservation, sustainable tourism and benefit sharing prevails, is looking for an experienced Executive Manager: Socio-Economic Development.

Reporting to the Chief Executive Officer, the Executive Manager: Socio-Economic Development will be required to implement transformation programmes; assist in improving the economic conditions of local communities through strategic planning, monitoring and evaluation of programme objectives; facilitate land claims settlements as well as compilation of accompanying co-management agreements.

Minimum qualifications: • 3 year degree or equivalent of NQF 8 in relevant development fields i.e. social studies, Community/Social Development, etc. • A post-graduate qualification would be an added advantage • Should have 6 to 10 years’ experience in a similar environment • 10 years’ in a senior management role with extensive experience in developing strategy; managing budget; project management experience • A valid driver’s licence.

Skills: • Proven leadership ability; excellent critical thinking, creative and analytical thinking; good decision making and problem-solving skills; excellent relationship management competencies, good human resources management skills and staff supervision. Behavioural attribute: Influential, emotional intelligence, innovation and good judgement.

Key performance areas: A successful applicant will be expected to carry out the following key functions: (a). Planning and Implementation: • Develop divisional strategic plans, policies and procedures that guide and support socio-economic transformation/development • Strategically develop transformation programmes to facilitate access to socio-economic benefits through ownership, business opportunities, education, training and job creation • Create a culture conducive to the achievement of transformation goals and supporting business strategies that improve the corporate image • Provide direction and facilitate the decision-making process of various stages in the project from conceptualization to implementation • Ensure transformation programme targets are met by identifying and mitigating programme risks • Provide direction on project execution through the regular review of project metrics and engagement with the project managers • Promote programme awareness through networking/convening conferences, workshops and seminars and identify donors and secure funding for bursary and skills programmes. (b). Stakeholder’s Relationship Management: • Assures optimal performance of relationship management capability • Effectively address all strategic operational issues with stakeholders to ensure sustainability• Interact with stakeholders to drive a coordinated approach to the development of a positive experience • Encourage dialogue with stakeholders to aid in the achievement of iSimangaliso’s strategy • Develop and implement communities and stakeholder’s engagement model that will ensure all-inclusive participation on matters of parks operations and benefit distribution. (c). Budget Management: • Analyse the business plan to determine the financial requirements • Prepare budgets in line with prescriptions from the Finance division • Determine financial allocations in accordance with deliverables • Monitor expenditure against budget and ensures spending occurs within budgetary limits • Explores opportunities to reduce costs. (d). Human Resource Management: • Effectively lead and manage the Socio-Economic Development division with the aim of ensuring that it achieves set divisional objectives • Ensure that management team’s roles and responsibilities are clarified, performance objectives are set and managed • Conduct performance reviews in line with the policies and procedures and take necessary corrective actions where necessary • Ensure identification of critical skills essential for sustainability of service delivery and development of succession plans.
