Inkosi Langalibalele Local Municipality

The ordinary workplace of the appointed candidate shall be the Main Offices of the Municipality however, the employee may be required to work at any other place within the Republic of South Africa and may as well, be required to travel internationally as and when required in the performance of his/her duties.

GENERAL MANAGER: PLANNING & DEVELOPMENT SERVICES

DEPARTMENT: PLANNING AND DEVELOPMENT SERVICES

• DURATION: 5 YEARS CONTRACT • NOTICE NO: 08/2021

Salary: As applicable to the Senior Managers of Category 3 Municipalities in terms of the Upper Limits of Total Remuneration Packages Payable to Municipal Managers and Managers directly Accountable to Municipal Manager with a minimum salary being R894 447.00 (minimum) and may be paid at midpoint of maximum salary in accordance with competency level.

Requirements: • A recognized relevant B degree at NQF level 7 in Building Science/
Town and Regional Planning or Development Studies/ Business Economics • Minimum of
5 years’ experience at middle management preferable in Local Government • Sound knowledge of Project management and contract management • Registration as Professional Planner will be an added advantage • Own motor vehicle and valid driver’s licence • Computer literacy
• Minimum competency requirements, will be dealt with in terms of Government Gazette 40593 dated 3 February 2017.

Knowledge: • Good knowledge and understanding of relevant policy and legislation • Good understanding of institutional governance systems and performance management • Good knowledge of Supply Chain Management regulations and the Preferential Procurement Policy Framework Act, 2000 • Knowledge of geographical information systems • Knowledge of spatial, town and development planning.

Responsibilities: • Preparing reports to the Planning and Development Services Portfolio Committee and other Council Structure • Managing GIS, Local Economic Development, Spatial Planning and Land Use Management, Integrated Development Planning and Public Transport Planning and Regulation • Developing, coordinating and managing operations of the planning and economic development department • Developing methodologies and approaches to guide the specific interventions associated with scoping, resourcing, implementation, monitoring and communication • Managing the drafting of IDP, its implementation and review processes
• Advising the Municipal Manager on planning and economic development matters • Managing Departmental Budget according to Service Delivery Budget Implementation Plan.
