REMUNERATION: R437 883.96 P.A.
Applications are awaited from suitable candidates to fill the position of Manager: Council
Support to assist the Zululand District Municipality in executing duties in the office of the
Speaker, the incumbent will report directly to the Municipal Manager.
Minimum requirements: • Valid Grade 12 Certificate • A recognised three (3) year degree/
diploma in Public Administration/Management or social equivalent NQF level 7 • Three (3)
years’ managerial experience within local government environment, especially in public
participation and Council support • A valid Code EB driver’s licence • Competency in Microsoft
programs and presentation skills • Understanding of Municipal legislations and policies
• Sound interpersonal skills • Excellent report writing skills • Willingness to work long hours
and under pressure • Good communication and negotiation skills • Accountability and ethical
Key performance areas: The successful candidate will be required to perform, inter alia
the following duties: • Coordinate and manage activities in the office of the Speaker in
consultation with the relevant stakeholders • Provide logistical administrative and advisory
support to the Mayor, Deputy Mayor and the Speaker and Political Office – Bearers • Ensure
efficiency and compliance with the relevant legislations • Advise the office of the Speaker
on all matters relating to Councillors • Develop and oversee policies applicable to the Office
of the Speaker, such as the Rules of Order of the Council • Monitor Council meetings and
other responsibilities as set out by law • Coordinate the Speakers Forum and prepare reports
for submission to MANCO and the Executive Committee on recommendations made by the
Speakers Forum • Assist Government Departments through the mobilisation of Stakeholders
in specific programs • Serve as District Public Participation Coordinator • Attendance at Public
Participation Forum meetings in the District, Province and National and subsequent reporting
• Attend to issues and correspondence submitted to the office of the Speaker by the public
that requires the Speakers and the Municipality’s attention • Link with other Departments
and Local Municipalities in implementing a Municipal calendar of events or programmes to
ensure there is synergy.
