Bitou Municipality is inviting applications for the following senior management vacancy from suitably qualified professionals.

Basic Salary: R580 012,83 – R752 901,92 (T17) and Municipal Benefits

Qualifications and Experience: • LLB Degree or equivalent Law Degree (NQF 7) •10 years’ experience of which 5 years must be in a municipal environment at middle management level.

Added Advantage: • Compliance with the Financial and Supply Chain Management competency areas in terms of Government Notice R493 as published in Government Gazette no 29967 of 15 June 2007 (Municipalities were granted exemption from regulation 15 and 18 of Government Gazette 29967 under Notice No. 40593 of 3 February 2017, subject to conditions of compliance with minimum competency levels within 18 months of date of employment) • Registration/ Admission as an Attorney/Advocate.

Requirements and Skills • Code B drivers’ licence • Computer literacy (MS Office applications) • Proficiency in at least 2 of the 3 official languages of the Western Cape (read, write and speak) • Good management, human relations, interpersonal and communication skills • Analytical skills • High level of responsibility and confidentiality • Ability to give attention to detail • Ability to function under pressure and independently.

Functions and Responsibilities: • Manage, co-ordinate and control the key performance and result indicators associated with Legal services • Provide comprehensive legal services to the institution to safeguard the Municipality’s interests in all legally related matters • Ensure legal and regulatory compliance of the institution • Provide legal guidance regarding council resolutions, litigations, defense of legal action, contracts, service • Provide legal services regarding property administration, alienation, sales, leases, servitudes, deeds of sale, debt collections and issuing of summons • Provide legal opinions • Manage the implementation of risk management and mitigation strategies across all directorial functions • Manage and control expenditure against the approved budget allocations • Disseminate guidance and information on specific key performance areas and requirements associated with performance management of the human capital of the Division • Render management and line function administrative support services to the Division • Keep abreast of current trends, legislative changes and developments in the profession.
