The Richmond Municipality hereby invites suitably qualified applicants to apply for the following position.
2 YEARS FIXED TERM CONTRACT
The Municipal Manager is the Accounting Officer as per legislation and the Head of the administration and is subject to the policy directions of the Municipal Council. The Municipal Manager is responsible and accountable for the day to day operations of the Municipality. The position will be based in Richmond Municipal Offices.
Remuneration package: Negotiable, attractive, competitive remuneration package for Category 1 Municipality as per Local Government Municipal System Act and Regulations: Appointment and conditions of employment of Senior Managers as well as 2018 Government Gazette No. 42023 on the upper limits of total remuneration packages payable to Municipal Managers and Managers accountable to Municipal Managers.
Key requirements: • A recognised B. Degree in Public Administration/Business Administration/Political Science/Law or equivalent (NQF level 7) • A recognised Postgraduate degree at NQF 8 will be an added advantage • A valid Code EB driver’s licence • Professional Registration recognised by relevant Professional body is recommended • Certificate in Municipal Finance Management (SAQA qualificationID No. 48965) for Accounting Officers of Municipalities as per Regulation 493 dated 15 June 2007 or to be obtained within 18 months of employment • 7-8 years’ experience at Senior management level (preferably at a Local Government or Public Sector) • Proven record in Institutional Transformation and Turnaround of large/medium/ corporate/public sector organisation • Good knowledge of and interpretation of key and related Local Government Acts and Regulations • Good knowledge of Local Government Performance Management Systems, Council Operations and Delegation of powers as well as King 3 Code • A high level of computer literacy and excellent presentation skills.

Please note: Qualification and SA citizenship checks will be conducted on all short-listed candidates. Security vetting will be done. Successful candidates will be subjected to additional checks including competency assessment. It is the applicant’s responsibility to have foreign qualifications evaluated by the South African Qualifications Authority (SAQA). The successful candidate will be required to sign an employment contract before commencement of duty, a performance agreement and disclosure of financial interest.
