Key requirements: • Must have Grade 12, a recognised three-year Bachelor’s degree
in Public Administration/Political Sciences/Social Sciences/Law or equivalent
• Minimum five (5) years’ experience at senior management level • A valid driver’s
licence • Be in possession of a minimum Competency Certificate or able to attain it
within 18 months’ period after appointment as guided by the Government Gazette
No. 40593 of 03 February 2017.

Key responsibilities: • Transformation and management of an economic,
effective and accountable administration • The implementation of the
Municipality’s Integrated Development Plan and monitoring thereof • Drafting
and implementation of the Municipality’s Performance Management Systems
• Facilitating the participation of the Local communities in the affairs of
the Municipality • Developing economical sustainable, developmental and
performance driven administration through strategic leadership, allocating and
optimizing financial, human and other resources • Ensuring the development and
implementation of strategies that will have a measurable impact on organizational
productivity and finance performance • Ensuring the adherence to generally
accepted municipal accounting and administrative practices and procedures
and relevant legislations • Responsible for implementation of the national and
provincial policies and programmes applicable to local government • Rendering
of advisory support services to the Municipality’s political structure and officials,
managing communication between them, administering and executing their
decisions and thereby providing support to Council • Acceptance of overall
responsibility as Chief Accounting Officer for all components of the Municipality
• Advocating Municipal programme through representation at intergovernmental
relation forums • Ensuring that income and expenditure control management
systems prevents fraud and allow accurate reporting • Ensuring compilation
of annual financial statements and application of budgetary control measures
• Managing appointments, trainings, disciplines and effective utilization of
personnel • Ensuring administration development and implementation of the
Municipalities Bylaws • Promoting sound labour relations and compliance with all
applicable labour law • Putting measures and controls that fights fraud, corruption
and other acts of dishonesty • Providing financial directions and advise to all
Directorates and for projects and programmes of interest of the municipality • In
depth understanding and practical display of knowledge application and alignment
of the NDP, PGDS and IPD.

Qualification and SA citizenship checks will be conducted on all short-listed
candidates. Security vetting will be done. Successful candidates will be subjected
to additional checks including competency assessment. It is the applicant’s
responsibility to have foreign qualifications evaluated by the South African
Qualifications Authority (SAQA). The successful candidate will be required to sign
an employment contract before commencement of duty, a performance agreement
and disclosure of financial interest.
