Big 5 Hlabisa Local Municipality, with its Head Quarters in Hlabisa invites suitably qualified candidates to apply for the undermentioned post, in terms of Section 56 (1) (a) ( i) of the Local Government: Municipal Systems Act 2000, Act No. 32 of 2000, as amended. SENIOR MANAGER: TECHNICAL SERVICES
Total remuneration package: R781 460.00 – R955 118.00 p.a.
As per Notice 42023 of 08 November 2018 – Total remuneration packages for Section 56 and 57 Managers with a maximum performance bonus of 14% p.a. The successful candidate will have to enter into an employment contract and annual performance agreements in accordance with the provisions of the Local Government: Municipal Systems Act, 2000.
Duration: Permanent, Performance based contract in line with legislative prescripts. The suitable candidate will have to disclose all financial interests, and be willing to be subjected to security vetting.
Minimum requirements: • Matric • Bachelor’s degree in Civil Engineering or equivalent qualification • Electrical Engineering qualification will be an added advantage • Registered with Engineering Council of South Africa (ECSA) or be eligible for registration • Minimum five (5) years’ experience in Municipal Infrastructure Management System or if not he/she must be in a position to obtain same within the period of 18 months • Minimum five (5) years’ experience in middle management position • Proven experience in Project Management scope and Quality Management • Minimum Competency Level in terms of the National Treasury will be an added advantage • Competence in business planning, design, contract administration and Municipal services • Work and apply knowledge of Municipal Systems Act, Municipal Structures Act and DORA • Work and apply knowledge of MS, Excel, PowerPoint and professional • Valid Code EB driver’s licence • High level of computer literacy.

Key performance areas: • The provision of guidance in the Roads, Bulk Water Provision and Spatial Planning Division to ensure that the Municipality is provided with efficient and effective support related to its jurisdictional areas • Provide strategic guidance and leadership in order to deliver engineering services for the Municipality • Ensure the development, implementation, monitoring and evaluation of strategies and Programmes which are important for achieving goal related related to engineering services delivered through the Municipality • Develop and manage Policies and systems in order to ensure that the day-to-day operations, procedures and processes within the Technical division run smoothly • Provide advisory services to senior management and the Council regarding relevant policy and legislative matters of compliance • Compile and manage the Directorate’s annual capital and operating budget • Prepare reports and submit them to the Municipal Manager and committees to keep them informed of matters within the Technical Services Directorate • Compile annual reports • Responsible for the performance management system of employees in the department • Ensure optimal application of Council’s resources • Lead and manage personnel and all related resources • Expected to provide strategic leadership within the directorate and be responsible for the Municipal transformation and institutional development, basic service delivery, local economic development and public participation • Oversight of budgeting, cash flow and expenditure of Infrastructure Department • Compliance with by-laws and general public service provision • Implementation of Council Resolutions • Town planning and compliance to building maintenance and health regulations • Electricity provision, maintenance and upgrading • Submit progress reports to Council on the implementation of projects.
