PREHABILITATION OF MANONO ROAD IN WARD 15

BID NO: 21/21/22

Mandeni Municipality hereby invites bidders from suitably qualified and experienced contractors for the CONSTRUCTION OF A SURFACED ROAD WITH ASSOCIATED STORMWATER AND ANCILLARIES IN WARD 15, MANDENI. It is estimated that bidders who are registered with CIDB in a contractor grading of 4CE/3CEPE or higher will be eligible to bid. In case of Partnership/Joint Venture a consolidated CIDB Registration Certificate must be attached. Bidders must have proof of CIDB Registration by the closing date failing which their bid will be disqualified.

The physical address for collection of bid documents is: Mandeni Municipality, Civic Centre, 2 Kingfisher Road, Mandeni, (Cashiers Office) upon presentation of a receipt proving prior payment of a non-refundable fee of R500.00 (inclusive of VAT), (cash only). Bid documents will be available from Monday, 17th January 2022. The cut-off time for selling of bid documents is Monday, 31 January 2022 at 15:00.

A compulsory clarification meeting with representatives of the Employer will take place at the Sibusisiwe Hall, Mandeni on Tuesday, 01 February 2022, starting at 10h00 thereafter proceeding to the site. Failure to attend the compulsory clarification meeting will disqualify the tender. The doors to the venue will be closed at 10h00 and no bidder will be permitted to enter afterwards.

Bids shall be placed in sealed envelopes, endorsed “BID NO.: 21/21/22 “REHABILITATION OF MANONO ROAD IN WARD 15” and be placed in the tender box situated at the reception: Civic Centre, 2 Kingfisher Road, Mandeni, not later than 12h00 (time will ONLY be determined by the Municipal clock at the Reception) on Monday, 07 February 2022. Bid documents WILL NOT be opened in public however, the results will be published on Mandeni Municipalities website. Bids are to be submitted on the bid documentation provided by the Municipality. Late submission, electronic or faxed bids WILL NOT be accepted.

Only bidders registered on Central Supplier Database (CSD) will be considered and must provide proof of registration. Bidder to note that 20% of the contract value would be sub-contracted to Mandeni local emerging contractors.

Bidders are required to comply with and meet minimum threshold requirement in terms of products designated to date by the Department of Trade and Industry (DTI) of Local Production and Content on declaration certificate MBD 6.2.

The Mandeni Municipality subscribes to the Preferential Procurement Policy Framework Act, Act No. 5 of 2000 and its associated Regulations of 2017. The 80/20 principal applies to this bid. Bids shall be valid for a period of 90 days. The Mandeni Municipality does not bind itself to accepting the lowest bid, either wholly or in part or give any reason for such action. All prospective bidders will be screened in accordance with the National Treasury’s Defaulters database. Canvassing in any form in the gift of Council is strictly prohibited and will lead to the disqualification of the bid.
