INVITATION TO TENDER

ELECTRIFICATION OF MPUNGENI (WARD 04) 28 UNITS, VUMBU/USHIKISHI (WARD 08) 100 UNITS AND MKHOVINI (WARD 11) 50 UNITS

BID NO: KZN294/TECH/(W4, 08 & 11)/19

The Maphumulo Local Municipality hereby invites qualified and experience contractors for the Electrification of Mpungeni (Ward 04) 28 units, Vumbu/Shikishi (Ward 08) 100 units and Mkhovini (Ward 11) 50 units. Prospective tenderers must be registered with CIDB in Electrical Engineering clerk of work. Tenderer should have a CIDB grading of 6EP or higher to be considered for the tender.

Reservations must be done no later than 16h00 on 27 June 2019.

A compulsory briefing meeting with the representatives of the Municipality will take place at Municipal Council Chamber on Tuesday, 02 July 2019 starting at 10h00. Failure to attend the compulsory site meeting will result in immediate disqualification of the bidder. After the briefing meeting, all bidders will do a site visit for the project. The tender documents will be available on the briefing meeting.

Compulsory returnable document: CIDB 6EP OR Higher.

Evaluation will be done on the following four-stage process in terms of National Treasury Circular No: 53.

Stage 1: Prequalification criteria for preference procurement. It will be a condition of the tender that the awarded contractor sub-contract a minimum of 30% to an Exempted Micro Enterprise (EME) which is 51% owned by black people living in rural areas in terms of paragraph 4(1) (v) of the PPPFA Regulation of 2017 and Maphumulo Municipality SCM policy. A tender that fails to meet the pre-qualifying criteria stipulated above will be eliminated from the evaluation process.

Stage 2: Evaluation will be done in terms of National Treasury MFMA Circular 69. The minimum threshold of 90% for Local Production and Content is a requirement for the above tender. A bidder will be disqualified if the enterprise fails to achieve the above-mentioned minimum threshold for local production and content and if the declaration certificate for local content MBD 6.2 annexure C, D and E is not submitted together with the tender documentation. Only local produced or manufactured cables with the above threshold for local production and content will be considered. The Exchange rate to be used for the calculation of production and content will be the exchange rate published on South African Reserve Bank at 12h00 on the date of this tender advertisement and only the South Africa Bureau of Standards (SABS) approved technical specification number SATS 1286:2011 must be used to calculate local content.

Stage 3: Evaluation of functionality in terms of MFMA Circular 53. Only the service providers who achieve a minimum of 60% or 60 points of the total points will qualify for stage three of the Evaluation process.

Stage 4: The 80/20 preferential point system will be applied, where 80 points will be allocated for price and 20 points for B-BBEE Status. Bidders are encouraged to submit an original or certified copy of B-BBEE certificate issued by SANAS Accredited Verification Agency. In case of EMEs bidder may submit an original SWORN Affidavit signed by a commissioner of oaths to claim Preference Points.

ELECTRIFICATION OF EKUNQOBENI (WARD 03) 08 UNITS AND MAMBULU (WARD 02) 50 UNITS

The Maphumulo Local Municipality hereby invites qualified and experience contractors for the Electrification of Ekunqobeni (Ward 03) 08 units and Mambulo (Ward 02) 50 units. Prospective tenderers must be registered with CIDB in Electrical Engineering clerk of work. Tenderer should have a CIDB grading of 4EP or higher to be considered for the tender.

Reservations must be done no later than 16h00 on 26 June 2019.
