BID NOTICE
UPGRADE OF ISITHEBE MODULAR LIBRARY CONSTRUCTION OF NEW PARKING, DRY STACK WALLS AND STORMWATER
BID NO.: 13/18/19
The Mandeni Municipality invites tenders for the construction of new parking, dry stack walls and stormwater together with associated works in Isithebe Ward 18. Only Bidders who are registered with CIDB in a contractor grading of 3CE or higher will be eligible to bid. In case of Partnership /Joint Venture consolidated CIDB Registration Certificate must be attached. Bidders will have proof of CIDB Registration by the closing date failing which their bid will be disqualified.
The physical address for collection of tender documents is Mandeni Municipality, Civic Centre, 2 Kingfisher Road, Mandeni (cashier’s office) upon presentation of a receipt proving prior payment of a non-refundable fee of R500.00 (inclusive of VAT), (Cash or bank guaranteed cheques only).
Tender documents will be available from 08h30 on Wednesday, 22 May 2019. The cut-off time for selling of tender documents is 10h30 on Tuesday, 28 May 2019.
A compulsory clarification meeting with representatives of the Employer will take place at the Sibusisiwe Hall, Mandeni on Wednesday, 29 May 2019, starting at 10h00 thereafter proceeding to the site. Failure to attend the compulsory clarification meeting will disqualify the tender.
Tenders shall be placed in sealed envelopes, endorsed “BID NO.:13/18/19” and what the bidder is bidding for and must be deposited in the tender box situated at the reception in the Civic Centre, 2 Kingfisher Road, Mandeni, not later than 12h00 (time will ONLY be determined by the Municipal watch at the reception) on Friday, 07 June 2019 at which time the tenders will be opened in public. Tenders are to be submitted on the tender documentation provided by the Municipality.
Late submission, electronic or faxed tenders will not be accepted.
Only Bidders registered on the Central Supplier Database (CSD) will be considered and must provide proof of registration.
Preference will be given to contractors based in the Mandeni Local Municipality, however, the Mandeni Municipality reserves the right to appoint the most proficient tenderer.
The Mandeni Municipality subscribes to the preferential procurement policy framework Act, Act No. 5 of 2000 and its associated Regulations of 2017. The 80/20 principal applies to this bid. Bids shall be valid for a period of 90 days. The Mandeni Municipality does not bind itself to accepting the lowest tender, either wholly or in part or give any reason for such action.
All prospective tenderers will be screened in accordance with the National Treasury’s Defaulters Data Base. Canvassing in any form in the gift of Council is strictly prohibited and will lead to the disqualification of the tender.
