INVITATION TO TENDER

PANEL OF CONSULTANTS FOR CIVIL (CAPITAL) PROJECTS FOR THE PERIOD OF THREE (3) YEARS.

BID NO: NKA/TEC005/2020/21

Nkandla Municipality hereby invites service providers, consulting engineering and project management firms to serve in a panel of consultants for the Municipal civil (capital) projects.

The physical address for collection of tender documents is: Nkandla Municipality, Finance Department Main Building, Lot 292, Maree Road, Nkandla, upon presentation of a receipt proving prior payment of a non-refundable fee of R710.00 (inclusive of VAT), having been made at the Municipal Finance Department (Only Cash accepted). Tender documents will be available as from 09:00 on Wednesday, 24th of February till Friday, 26 of February 2021 at 12h00. Each tender shall be placed in a sealed envelope, endorsed with the TENDER NUMBER AND BID NAME and be placed in the Tender Box at the Municipal Offices, Lot 292, Maree Road, Nkandla, not later than 12:00 on 22 March 2021 (closing date). Due to COVID 19 no public opening will be held, however, the results of the tender opening will be e-mailed to all responded bidders within 48 hours after the closing date.

Evaluation Criteria:

Nkandla Municipality subscribes to the preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000). The 80/20 preference point system shall be applicable during the evaluation and adjudication of bids. The amended PPPFA regulation.

• First Stage: Functionality, 100% (Minimum threshold of 70%) being 50% for Experience & 50 % for capacity
• Second Stage: Preferential Points System (80/20); 80 for Price and 20 for BBBEE Contribution. Only bidders who pass the first stage with a minimum of 70% will then be evaluated further in the second stage.

Bidders should take note of the following conditions: • The Nkandla Local Municipality Supply Chain Management Policy will apply • Late tenders, telegraphic tenders or tenders sent by fax or email will not be considered • The Nkandla Local Municipality does not bind itself to accept the lowest bid or any other bid and reserves the right to accept the whole or part of the bid • Tenders shall remain valid for a period of 90 days from the closing date (22 March 2021).
