NKANDLA SINGLE LAND USE SCHEME
BID NO: NKA/TEC006/2019/20
Bids are hereby invited for the Nkandla single land use scheme project.
A compulsory site briefing session will be held on 16 October 2019 at 12h00 in the Nkandla Municipality Technical Offices Boardroom. Bid specification documents will be available at Cashier’s Offices located at Lot 292, Maree Road, Nkandla from 09h00 on Wednesday, 09 October 2019 to 16h00 Monday, 21 October 2019 at a non-refundable fee of R710.00 per document (Cash only).
All priced bids and supporting/returnable documents must be submitted in a sealed envelope, clearly marked “BID NO: TEC006/2019/20, and be deposited in the Municipal tender box situated at the reception area of the Nkandla Municipality, Lot 292, Maree Road, Nkandla, 3855 by Monday, 11 November 2019 at 12h00, at which time bids will be open in public.
SUPPORTING DOCUMENTS AND BIDS CONDITIONS: • Valid Tax Clearance Certificate and SARS PIN issue certificate, Company Founding Documents, Company Profile, B-BBEE Certificate, proof of registration on the NT CSD, MBD1, MBD4, MBD6.1, MBD7.1, MBD8 and MBD9 must be submitted with the proposal, all the MBD forms are available on the Municipal website: www.nkandla.org.za • Traceable experience • The successful service provider will be required to register on the Municipal database, database forms are available on request • The Nkandla Local Municipality Supply Chain Management Policy will apply • The Council reserves the right to negotiate further conditions and requirements with the successful service provider and reserve the right not to appoint • Bids that are late, incomplete, unsigned, faxed or e-mailed WILL NOT be accepted or considered • The Municipality will accept no responsibility for the late delivery of proposals by courier services or any other forms of mailing • The Nkandla Local Municipality does not bind itself to accept the lowest or any tender and reserves the right to accept the whole or part of the tender • Bids shall remain valid for 60 – 90 days (11 November 2019) • All prices should be inclusive of Value Added Tax (VAT).
EVALUATION CRITERIA
Nkandla Local Municipality subscribes to the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000) read with The Revised Preferential Procurement Regulations – Gazette No. 27636, 30 May 2005. The 80/20 Preference Point System shall be applicable during the evaluation and adjudication of proposals.
• First stage – returnable and completeness then functionality 100% (minimum threshold of 70%) being 80 % for experience and 20% for capacity
• Second stage – Preferential Points System (80/20); 80 for Price and 20 for B-BBEE contribution status level allocated. Only bidders who pass the first stage with a minimum of 70% will then be evaluated further in the second stage.
