TENDER NOTICE

Bids are hereby invited from suitable service providers of the following Zululand District Municipality project:

Tender Ref. No: ZDM 004/2021

Tender Name and Details: ZDM O&M: PLANT AND EQUIPMENT HIRING FOR A THREE (3) YEAR PERIOD. The scope of works comprises of hiring plant and equipment to Zululand District Municipality for three years (36 months).

CIDB Grading Requirement: N/A

The tender is for the hiring of Plant and Equipment on an ad-hoc basis. The Plant and Equipment called for includes TLB’s, excavators, honey-suckers, jetting machines, supersuckers, water pumps, graders, water tankers and generators. All successful tenderers will be required to provide proof of ownership of the Plant and Equipment tendered for.

The intention is to create a database of Service Providers per Local Municipality, that can be called upon to provide the required plant and equipment when required. Tenderers may be selective which plant and equipment they choose to tender for.

  1. Tender documents will be available by way of the following options:
    For download at www.zululand.org.za by Wednesday, 21 October 2020. Printing instructions: The tender notice and invitation to tender must be printed in white, tender data must be in pink, returnables must be in yellow and the scope of works in blue. No payment will be due for this option.
  2. For purchase at the municipality a R250.00 non-refundable deposit (paid via EFT or cashier’s office) is required for each tender document drawn. Tenderers are to use the Tender number and the Company name as the reference e.g. 004/2021 – Company X and forward proof of payment to kthusi@zululand.org.za

No clarification meeting will be held.

TENDER CLOSING DATE: 12H00 ON FRIDAY, 20 NOVEMBER 2020.

This tender will be evaluated on an 80/20 preferential procurement system. Should the tenderer wish to claim any preference points please ensure to submit an original or certified copy of your company’s BBBEE level status verification certificate with the tender document.

Duly completed tender documents sealed in an envelope marked with the TENDER NUMBER AND THE CLOSING DATE are to be deposited into the tender box at Zululand District Municipality, Lot B-400 Gagane Street, Ulundi, 3838 by no later than 12:00 on the closing date where they will be opened in public. Telegraphic, telefaxed or posted tenders will not be accepted.

Tenders may only be submitted on the tender documentation that is issued.

Requirements for sealing, addressing, delivering, opening and assessment of tenders are stated in the Tender Data. Eligibility criteria will apply to this tender. Any tenderer who scores less than 70 points for eligibility will have their submission declared non-responsive. In addition, a Tenderer must subcontract a minimum of 30% of the contract to an EME Or QSE which is 51% owned by black people living in rural or under developed areas or townships. A tender that fails to meet these pre-qualifying criteria will be rendered non-responsive.

There are no minimum thresholds stipulated for local production and content for this tender.

The Bid Committee of Zululand District Municipality does not bind itself to accept the lowest or any tender.
